To provide social and additional sports amenities for a greatly increased body of undergraduates.

The old Students' Union Building, found far from adequate in size for the social life of a little more than 500 undergraduates before the Second World War, is at present in ruins and will be converted to Administrative Offices for the Registrar and the Bursars. The site on which this derelict building stands is too restricted to accommodate a Union catering for the needs of a body f undergraduates estimated to become 1,000 strong by 1954-55.

Division of Costs:

Cost of provision of such accommodation is to be divided equally between funds allocated under C.D. & W., and C. & M.E.S. votes, as detailed in the tel. 1900 of 1950 from the Secretary of State for the Colonies to the Governor Hong Kong.

Administrative & Financial Control:

The University of Hong Kong has been recognized as an administering authority for the purpose of administrative and financial control of monies allocated from the C.D. & W. Fund. Secretary of State tel. 1900 of Dec. 22, 1950, refers.

Availability of Men & Ilaterials:

Local labour is available for implementation of the project, and is called on by the firm of contractors whose tender for the work is accepted.

Fittings

Steel for the project has been released by the Belgian Government and is in process of shipment. and finishings are available on option from the United Kingdom. For purchase of these items sums have been allocated equally from C.D. & W. and C. & 11.E.S. Funds. Secretary of State tel. 399 of March 22, 1951, to the Governor Hong Kong refers.

Under the direction of the University's Professor of Civil Engineering and under special Permit from the Public Works Department to use steel with increased working stresses, steel bars for reinforcement are to be twin-twisted, for an estimated saving of 40% of steel on all reinforcement work, by raising the yield point.

Execution & Technical Supervision:

Planning and supervision is in the control of the University's Professor of Architecture, who is Consultant
